A Digital Verification Orchestrator (DVO) blueprint: scalable infrastructure for UK economic security proposes a Digital Verification Orchestrator (DVO) - a service that securely connects identity providers with organisations that need to verify people. It would not store personal data, but enable trusted, consent-based sharing of verified information. Priority uses include opening accounts, accessing credit, ongoing fraud checks and securely reusing verified identity data across institutions. The report identifies digital verification as essential infrastructure for growth, financial security and trust. But the current system is fragmented - making it harder to prevent fraud, reuse data and deliver seamless services. Under the new model, individuals could verify their identity once and reuse it across services, reducing duplication for both businesses and consumers. Built on standards, governance and clear liability, the system is designed to improve consistency, strengthen security and support wider adoption. It could help cut costs, speed up processes and improve customer experience. The blueprint highlights a major opportunity: up to £5bn in economic benefits, driven by reduced fraud and improved digital services. It also points to strong growth potential in the UK’s still-developing digital verification market. The framework for the DVO model is based on three pillars: Standards: Determining, and promoting the adoption of, adequate standards and regulatory framework to support DV development. Governance: Putting in place minimum guardrails and a robust governance structure around fraud intelligence sharing and auditability to provide transparency and help build trust. Liability: Providing clear, flexible and market-led liability models for different use cases which inform how liability is shared between the parties with an effective dispute resolution mechanism/redress model to support this process.
