This flagship initiative, outlined in a new report The Future of Financial and Professional Services Investment in the UK: A Strategic Blueprint for a Financial Services Investment Hub and Concierge Service, could unlock £10bn in investment and position the UK as the most attractive global destination for financial services. Recommendations were developed in consultation with HM Treasury, the Office for Investment, and regulators. They are informed by insights from over 200 investor, industry, national, and regional stakeholders. This report sets out a clear, investor-focused strategy. The Hub will streamline engagement, provide tailored support, and harness technology to deliver a world-class experience for global investors. The City of London Corporation is calling for this urgent action to maintain the UK’s global leadership and economic competitiveness. The proposed model will build a globally leading offer, based on best-in-class international practices, and aligned to investor expectations and future needs. Key Features: Concierge service: proactive, seamless and tailored services for priority financial services (FS) investors – with support across the end-to-end investor journey, from market entry and regulatory guidance, to expansion and reinvestment. An investor-centric service delivery approach: refocused service delivery to be more aligned with the investor journey, clearer and more accessible UK-wide points of contact, and dedicated regulatory guidance and support. Public-Private Partnership delivery: co-created and delivered via secondments and collaboration across public sector, regulators, PS firms, and national and regional bodies – ensuring credibility, capability, and inclusive growth. A coordinated UK-wide approach: unified messaging, co-packaged and curated investible opportunities, and UK-wide connectivity to drive improved investor outcomes. Digital enablement: AI-driven platforms for opportunity matchmaking, CRM interoperability, and impact and performance tracking. Governance: HMT-chaired board, CoLC-chaired advisory committee, and an investment hub delivery office to execute and evolve. The recommendations build on the City Corporation’s 2024 Vision for Economic Growth and on the Concierge Service work announced by the Chancellor in March 2025. They reflect the far reaching ambition of the Harrington Review to build a more responsive and investor-facing approach to economic development.
