The Transition Finance Council was co-launched by the UK Government and the City of London Corporation in February 2025. The Council’s aim is to leverage the UK’s existing strengths to become the best place in the world to credibly raise transition capital, invest, and obtain financial and professional services in support of UK and global net zero ambitions.

Governance
The Transition Finance Council includes representation from the financial and professional services sectors, real economy, government, regulators, standard setters, and civil society.
In year one, the Council’s membership comprised of three different levels:
- Strategic Steering Group: comprised of senior industry leaders; supports the Chair and Deputy Chair in overseeing the Council’s strategic agenda.
- Working Groups: comprised of subject matter experts and transition finance practitioners; responsible for delivering the Working Group outputs.
- Associate members: comprised of a range of different organisations who will provide input on priority issues and further the reach of the Council.
