Building the foundations for high-integrity carbon markets

Carbon markets can play an important role in directing finance towards climate solutions and supporting the transition to a net-zero economy. As demand for carbon credits grows, trusted market infrastructure, clear frameworks and greater market confidence will be needed to unlock investment at scale.

The UK Carbon Markets Forum brings together leaders from finance, business, policy and carbon market infrastructure to strengthen the UK's role as a global hub for high-integrity carbon markets. Since its establishment in 2021, the Forum has helped advance the integrity and development of carbon markets through industry reports, policy engagement and collaboration across the public and private sectors.

Building on this foundation, the Forum's 2026-27 programme is focused on developing finance-grade carbon market infrastructure. This work aims to strengthen the systems, frameworks and market processes that enable carbon markets to operate with the confidence, transparency and efficiency expected by institutional investors

The Forum is chaired by Mike Zehetmayr, who was appointed in June 2026. The City of London Corporation provides secretariat support, convening industry, policymakers and international partners to help advance the development of trusted and globally competitive carbon markets.
